ENGINEERING MANAGER (EMC TEST LAB)
Location: Skokie, IL

Job Description:
The Engineering Manager is responsible to lead and improve an engineering organization which is responsible to design, develop, validate, improve and/or support products, systems or applications. The incumbent generally reports to another Engineering Manager, Engineering Director or Site Leader and is relied upon to provide technical expertise in guiding design efforts, customer interactions, and other engineering related matters such as quality problem solving.

Essential Functions
  • Supports continuous systemic improvement initiatives
  • Responsible for creating, maintaining and improving design standards that result in high quality and compliant products
  • Implements and supports continuous improvement initiatives in his or her group to improve product development velocity and cost efficiency
  • Supports CAC, the root cause determination and/or corrective action of current or NPI quality issues (escapes, NCR's, etc.) where design support is required (ECR's, Analysis, Test)
  • Maintains, and improves a highly effective and well skilled staff to carry out actions to complete planned objectives
    • 1. Utilizes the talent management system
    • 2. Completes review process and salary planning
    • 3. Maintains and executes a training matrix
    • 4. Supports staffing of the group to meet business demands and objectives
  • Develops budget to support profit planning activities and manages within the approved budget constraints
  • Utilizes his or her group as well as the full extended enterprise to improve the customer-perceived value of products through the use of structure and best practice methods (risk analysis, Design for Six Sigma (DFSS), Lean, dimensional analysis, formal problem solving, DOE, Taguchi, etc.). Anticipates, identifies and resolves project risks
  • Possesses and provides technical product expertise to the extended enterprise (Suppliers, CoE, Customers, Sales & Marketing, and other divisions) as required to support the growth of the business
  • Assigns resources as required to IPT's or other requirements as needed
Knowledge/Skills/Abilities
  • Good people, time management, and project management skills
  • Solid knowledge of the product life cycle, especially related key deliverables
  • Good leadership skills
  • Solid communication and presentation skills
  • Excellent technical savvy and ability to reach consensus on technical direction
  • Significant product expertise and organizational knowledge
  • Demonstrates expertise and commitment to Design for Six Sigma practices, lean product development and waste elimination
  • Good knowledge of WISE and other related Woodward Business Systems
  • Strong technical toolbox (trade-studies, brainstorming, design evaluation matrices, risk management, CAD systems, CAE systems, test methods and systems, configuration management, ECR management, DFMEA, GD&T, or other appropriate design and analysis tools)
  • Ability to coach, mentor, and motivate individuals to perform beyond their comfort zone
  • Strong risk management skills for robust design
  • Understanding of financial analysis tools
Education or Formal Training
  • 4 year technical/science degree or International equivalent required
  • Masters or International equivalent preferred
  • Greenbelt experience preferred
  • Champions training required within 1 year

COMMUNICATION TECHNICIAN I OR II

Communication Technician I Summary: Under the direction from the Fleet Manager or the Maintenance Technical Supervisor, this position applies knowledge of electronic theory and practice to assist in the installation, removal, and maintenance of fixed-station and complex mobile communication equipment. This communications work is typically performed either at a central shop or at remote communication sites located throughout Pierce County. The Communication Technician will work with increasing independence commensurate with demonstrated proficiency.

Communication Technician II Summary: Under the direction from the Fleet Manager or the Maintenance Technical Supervisor, performs highly technical and engineering-related tasks that include analyzing, developing, and implementing solutions for the installation, maintenance, repair, modification, and calibration of a wide variety of communications equipment that constitutes the Pierce Transit Communications Network. This equipment includes point-to-point microwave systems; data transmission systems; vehicle and portable radio systems, CAD/AVL, Smart Card, GIS, Camera/Security Systems and fixed communication station equipment. Assignments include emergency responses to independently analyze, repair, or devise a temporary solution for restoring communication services.

Minimum Qualifications - Communication Technician I:
Required: General FCC radio/telephone operator's license or equivalent; completion of a two (2) year degree in Electronic, Electrical, or Computer Engineering and two (2) years experience, or an equivalent combination of education and experience that provides the applicant with the knowledge, skills and abilities required to perform the essential functions of the position. Desired: NARTE Junior Technician Certification; P25 Motorola ASTRO 25.7 certification and experience; Harris Microwave Video Networking and P25 Microwave System certification and experience; Cisco Routing and Switching certification and experience.
Minimum Qualifications - Communication Technician II:
Required: General FCC radio/telephone operator's license or equivalent; completion of a two (2) year degree in Electronic, Electrical, or Computer Engineering and six (6) years experience or an equivalent combination of education and experience that provides the applicant with the knowledge and abilities required to perform the essential functions of the position. Desired: NARTE Senior Technician Certification; Motorola P25 ASTRO 25.7 Certification and experience; Harris Microwave Video Networking and P25 Microwave System Certification and experience; Cisco Routing and Switching Certification and experience.

Special Requirements: Must be able to pass a security background check. Within the first six (6) months of employment, enroll in the NARTE Junior Technician program with certification to be completed within first year of employment. Must possess a valid Washington State Driver's License at the time of hire and be able to obtain a Class B Commercial Driver's License permit (with a third party-testing certificate) within thirty (30) days of hire. Must obtain a CDL Class B within ninety (90) days of hire. Must possess and be able to use basic hand tools including electrical testing equipment and hand held electronic devices. Must have the ability to perform the essential functions as described above including the ability to maneuver objects weighing up to fifty (50) pounds. May be required to work alternate shifts (day, swing, & graveyard), weekends, and/or holidays. May be required to work under severe environmental conditions and temperature extremes.

Salary: Comm Tech I: $28.60 - $33.58/hr; Comm Tech II: $30.68 - $35.93/hr
