Education/Experience:
An Associate's Degree in Engineering from a Vocational or Technical school is preferred along with on the job experience of at least 3 years. Military experience will also be positively looked upon as long as it is related to the EMC/Antenna discipline.
Hardware Experience:
Hands on experience should include use of RF signal generators, spectrum analyzer, RF power meter, oscilloscopes, network analyzers, EMI receivers, high powered RF amps and RF and fiber optic cabling.
Knowledge, Skills and Abilities:
Must possess the ability to read schematics (electrical and mechanical).
Should be familiar and comfortable with software installations.
Ability to perform EMC testing and electronics assembly is required.
Position requires organizational, communication, and teamwork skills.
Candidate must be comfortable working and interacting in a variety of business cultures.
The candidate must have a high attention to detail and be customer focused.
Ability to work well under pressure, meet deadlines, and be able to travel for extended periods of time is also required.
Ability to read, analyze, and interpret technical documents and contracts. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

GENERAL FUNCTION:
Since 2003 Internews Afghanistan has built 28 community radio stations across Afghanistan, and is in the process of building and renovating 12 more. Internews seeks a Resident Technical Advisor with extensive skills in radio infrastructure development. The Resident Technical Advisor provides training, professional advice and guidance in media infrastructure planning and installation, with expertise in provincial radio station establishment and technical repairs. In addition the RTA will manage Internews Information Technology infrastructure. The position will require extensive travel in Afghanistan. Internews has comprehensive security procedures for travel.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
. Manage all technical aspects of set up of new radio stations, including technical design, procurement and installation
. Management and capacity building of national technical and IT staff
. Advice on curriculum development in all areas technical
. Oversee production of technical handbook
. Support technical development and maintenance of Salam Watandar National radio satellite service.
. Oversee design and implementation of professional IT infrastructure, management and policies.
. Assist with review of local stations for equipment grant awards and liaison with donors.
. Prepare and assemble materials for monthly and quarterly reports, in compliance with donor guidelines.
. Report to and strategize with Country Director on new directions to help independent media in region.
QUALIFICATIONS: Appropriate tertiary qualifications such as:
. Masters degree in engineering and/or Information Technology and/or Bachelors degree in electronics and/or communications engineering
. Bachelors degree in Information Technology
. Previous experience in design or installation of AM or FM radio stations
. Previous experience in technical project management
. Previous experience in project budget management
. Previous experience developing and/or delivering technical and production training in a development context
. Experience designing and managing Information Technology systems and infrastructure
. Experience working with community or independent radio stations
. Experience living and working in a hostile environment an advantage
. Ability to handle multi-faceted programs
. Ability to adjust to shifting political circumstances and re-design technical and implementation activities accordingly.
. Sensitivity to cross-cultural dynamics in the work place.

Requirements:
