On March 5, 2003 an Executive Committee
meeting was held to discuss the endorsement portion of the
telecommunications certification program.
The committee members recognized that participation by the
telecommunications members, as documented by an iNARTE HQ
staff study, was insignificant and had not seen any appreciable
activity since 1995. The group discussed various approaches to
recognition of special skills beyond the basic certificate. However,
the major difficulty with the various approaches is that not
enough participants exist. iNARTE cannot recover the expense of
test development and maintenance.
The Executive Committee directed that the endorsement
program be revamped, and suspended accepting any new applications.
Endorsements previously awarded will remain in effect.
The suspension of the program was announced on the iNARTE website and in the iNARTE News, Volume 21, No 2 see Headquarter Highlights, NN Vol. 21 No. 2

16.0 ENCRYPTION, VOICE AND DATA
Covers public, private, and government systems including Autovon, Autodin, Sage, FTS2000, and military systems to provide security over voice and data, both wide-band and narrow-band, and networked or point-to-point; includes the devices and key systems and distribution, planning, engineering, installation, and maintenance; is only the physical element of "scrambling" in comprehensive security systems design (See Endorsement 25.3). 6 months experience; 1 reference; Committee evaluation.
17.0 EQUIPMENT APPRAISER
Available to E-1 or T-1 with Master Endorsements in RF and Non-RF (Endorsement 90.1 and 90.2, respectively) and requires documentation of 5 years experience in the purchasing and marketing of telecommunications equipment in a business environment, as a pre-requisite. 1 reference; Committee evaluation.
18.0 PHOTONIC SYSTEMS AND DEVICES
18.1 SPLICING/CONNECTORIZATION
Applies to all repair activity for fiber optic cabling and connectorization. Requires special schooling, use of appropriate tools, and job experience skills as a pre-requisite. 6 months experience; 1 reference; Committee evaluation.
18.2 LIGHTWAVE/FIBER OPTIC SYSTEMS
covers all aspects of the lightguide/fiber optic systems including design, characterizations, engineering, or installation, and testing of the actual fiber optic cable, including repeaters and the terminal equipment to interface with multiplex, switches, or next higher level of network component. 12 months experience; 1 reference; Committee evaluation.
18.3 BROADBAND SYSTEMS
Covers multiple aspects of system technologies exemplified by SONET, ATM (Asynchronous Transfer Mode), and similar. 6 months experience; 1 reference; Committee evaluation.
19.0 NETWORKS
19.1 LOCAL AREA NETWORK
Covers multiple aspects of LANs including base-band and broadband techniques, interfaces, wiring rules, use of in-place cabling, advanced PBX systems, dedicated/shared/switched channel techniques, topologies, standards and recommendations, protocol analyzers, timing, and contention. 12 months experience; 1 reference; Committee evaluation.
19.2 WIDE AREA/ENTERPRISE NETWORKS
Covers the similar topics to Endorsement 19.1 LANs, but in a geographically dispersed application where other components such as network switching or link technology such as microwave or satellite-based distribution in trunks introduce other disciplines (such as timing or protocols and network management) because of changes in attributes of performance. Element includes both "open" architectures and proprietary systems at hubs, routers, and media interface units. 12 months experience; 1 reference; Committee evaluation.
19.3 COMPONENTS & INTERFACES
Covers components such as patch systems (active or passive, automated or manual) bridges, routers, PADS (Packet assembler and dissemblers) in the physical/electronic interface between networks and between networks and other media. 6 months experience; 1 reference; Committee evaluation.
19.4 MULTIPLEX SYSTEMS
Covers system/terminal implementations for digital and analog, including FDM, TDM, TDMA, and concentrators; also covers T-rates and European D-rates, extended and fractional system; wire-based systems (both aerial and buried), front-ending networks or trunks (including radio or applications in exchange, toll or pair gain service); and associated planning, engineering or installation and maintenance. 6 months experience; 1 reference; Committee evaluation.
20.0 POWER SYSTEMS
Covers all AC and/or DC power plants including local generating and storage devices and the associated control and monitoring equipment including start, run, shut-down, and timing. 6 months experience; 1 reference; Committee evaluation.

22.1 ANALOG SWITCHES
Covers pre-1990s (generally) technology switches formed from discrete and passive-type components to form matrix switches, including devices such as cross-bar switches, reed relays, patch-based PBX, etc; also includes planning, engineering, installation, and maintenance. 6 months experience; 1 reference; Committee evaluation.
22.2 DIGITAL CIRCUIT SWITCHES
Covers matrix switches that provide connectivity for data and voice routing in a network; also includes
signaling as derived from instruments, voltage systems needed, in-band and out-of-band

22.3 MESSAGE/STORE & FORWARD SWITCHES
Covers data-type switches that direct message traffic, whether free-form/service or formatted type, in a network; also includes
signaling, blocking, buffering, backup implementations, isolation/separation mitigation, network services, subscriber and network control interfaces, precedence, and priority implementation. Element also includes X.400 message transfer services. 6 months experience; 1 reference; Committee evaluation.
22.5 BROADBAND ISDN
Similar to 22.2 and 22.3 to include common signaling as isolation. With additional emphasis on multi-technology (i.e., optical and metallic conductor) integration, multi-vendor limitations/requirements, network support requirements, etc; also covers systems such as STM, ATM, Hybrid, and other cell-switching technology, simultaneously handling voice, data, image, and video at multi-megabyte per second speeds. 6 months experience; 1 reference; Committee evaluation.
22.6 PACKET SWITCHES
Covers both stand-alone systems and implementations such as in message switches; also covers network and subscriber requirements, performance, standards and recommendations, and interfaces. 6 months experience; 1 reference; Committee evaluation.

23.2 TELEPHONE LOCAL OUTSIDE PLANT

23.3 TELEPHONE TOLL OUTSIDE PLANT

Covers test and maintenance of avionic equipment and facilities to include DME, TACAN, VOR, LORAN, Weather radar, Ceilometers, Transmisometers, IEEE 802.X data buses, facsimile equipment, modems, codecs and multiplexers. Requires evidence of 60 months experience; one (1) supervisory recommendation supporting competency and character; passing (75%) the Ground Electronics examination and favorable iNARTE Board evaluation. iNARTE examination.
80.0 SATELLITE EARTH TERMINAL OPERATOR
Covers the range of requirements established by satellite owners, operators, both of single satellites and of constellation, in all forms of orbits including polar, inclined orbit, elliptical, or geosynchronous, to assure that the operator has the appropriate knowledge of agreements for national, global, and other information infrastructure utilizing satellites. The category is primarily over regulations and not tied to specific integrations of industry. 12 months experience; 2 references; Committee evaluation. Formal training may constitute a portion of the twelve (12) month experience required.
90.0 MASTER ENDORSEMENTS
90.1 MASTER ENDORSEMENT (Non RF)
Indicates applicant has broad range of experience and is capable of performing in a broad spectrum of telecommunications industry and with demonstrated expertise. Proof of proficiency in at least one Endorsement (XX.n) from each of no less than six major groups (XX) is required.
90.2 MASTER ENDORSEMENT (RF)
Indicates applicant has broad range of experience and is capable of performing in a broad spectrum of telecommunications industry and with demonstrated expertise. Proof of proficiency in at least one Endorsement (XX.n) from each of no less than six major groups (XX) (except for group 60, which requires specific FCC testing) is required.

ENDORSEMENT REQUIREMENTS
For each endorsement requested, the candidate must:
- Meet the education, training required as specified by the endorsement.
- Pass the appropriate examination or, by credential evaluation, be approved by the iNARTE Certification Review Committee.
- Document the required months/years of experience with current resume or iNARTE resume equivalent form.
- Each endorsement requested must be supported by a minimum of 1 supervisory reference. Additional
references as specified, may be by peers or other supervisors familiar with the applicant's ability in the endorsement area.
- Compose 5 originally developed multiple choice questions relative to the endorsement area with 3 distractors and 1
correct answer and provide corroborating references.

5 QUESTIONS
One of the requirements for endorsements is the submission of 5 original multiple choice questions relating to the specific
endorsement area. Each individual endorsement requires the submission of 5 multiple choice
questions.
These questions serve two purposes: primarily they are to give the iNARTE Certification
Review Committee a better understanding of the expertise of the candidate; and second,
questions are screened to enhance the examination data base.
The questions should be in the following on disk or by email in MSWord format:
a. Questions should be multiple choice with a minimum of four (maximum of five) possible answers.
b. Identify the correct answer.
c. Should the answer involve mathematical computations, provide details and the solution sequence.
d. Estimate of the time required to answer the question.
e. Identify the reference source(s) used to develop and corroborate the answer.
